Occupancy thresholds
When a zone turns busy / critical on the live map, and when a capacity surge raises an alert. As % of each zone's licensed capacity.
Density limit is people / m² — the crush metric. % of licensed capacity is the operational/licensing metric; a zone alerts on whichever it hits first. Loitering fires when a tag dwells past the limit in a no-dwell zone (a thoroughfare / exit route). Operating hours are optional — leave blank for 24-hour sites; presence outside the window raises after-hours alerts.
